Asan Khedmat is a one-stop shop for public services based on the ASAN Services concept of Azerbaijan. The Memorandum of Understanding (MoU) between the Government of Afghanistan and the Government of Azerbaijan, provides that the ASAN Services will provide technical support in all aspects of this initiative. This includes access to software solutions, sharing of strategic and legal documents, support regarding the organizational structure, as well as sharing training curricula and methodology. It is also agreed that Azerbaijan will provide access to their training facilities, during the development period in Afghanistan.

The Government of Afghanistan has established a new initiative called Asan Khedmat under the auspices of the Ministry of of Communication and Information Technology (MCIT). Asan Khedmat for Afghanistan received the interest of the government of Afghanistan, when a high ranking delegation visited the Azerbaijan State Agency Network (ASAN) in December 2015. Asan Khedmat for Afghanistan is perceived as a major step towards raising the performance level of public service delivery, including reducing the operations cycle time; responding to citizen’s needs; helping deliver quality services in an inexpensive and timely manner; and also making the work of the government staff more fulfilling, whom bear the shortcomings of the present system. The efforts associated with adapting and implementing the ASAN concept in Afghanistan consist of the domains Training Centre, Processes Reengineering, Information Technology/Software Engineering, Construction of the administrative building and the Asan Khedmat Service Center.
